He was born on October 16, 1949, in Washington, D.C., and raised by his grandmother, Bennie Frances Davis, in Durham, North Carolina. Davis, who worked as a housekeeper at Duke University, instilled in Talley a love for fashion and style from an early age.

Talley's academic journey took him to North Carolina Central University, where he earned a bachelor's degree in French Literature. He continued his studies at Brown University, where he obtained a master's degree in French Literature. These academic pursuits provided him with a solid foundation for understanding the cultural and historical contexts of fashion.

In 1974, Talley's career began with an internship at the Metropolitan Museum of Art in New York City, where he worked under the guidance of Diana Vreeland. This opportunity led him to roles at respected publications like Interview Magazine, Women's Wear Daily, and The New York Times. In 1983, he joined Vogue and held various positions, including fashion news director, creative director, and editor-at-large, over the course of several decades.

Beyond his editorial positions, Talley strongly advocated for diversity and inclusion in the fashion industry. He pushed for the representation of Black models on runways and in fashion editorials, challenging the industry's norms and promoting greater inclusivity. He also mentored emerging designers and models, helping to create a more diverse fashion scene.

Throughout his career, Talley earned many awards, including the Eugenia Sheppard Award for Fashion Journalism from the Council of Fashion Designers of America in 2003.
